Franklin Town Board – December 6, 2016

The regular monthly meeting of the Franklin Town Board was called to order at 7:30 P.M. by Supervisor Jeff Taggart. Present were David Grant, Donnie Smith, Dwight Bruno and Mark Laing. Garret Sitts was absent from the meeting. Also present were Pete Nero, Roger Reed, Tony Breuer, Stuart Anderson, David Tuthill and Bill Young.

The minutes were read from the November 9, 2016 meeting. David Grant made a motion to accept the minutes as read. Donnie Smith seconded and all present agreed.

David Tuthill reporting for the Franklin Kellogg Trust that the benches are in at The Pine Shop. The school building has been sold. They are negotiating the rental of the space with the new owners where the Kellogg Educational and Community Center is currently located. The Board positions for 2017 are Chairperson- David Tuthill, Vice Chair- Jim Carey, Treasurer- Joanna Jones, Secretary- Lisa Huyck. Members- Dwight Bruno, Cecil Davis and Deborah Tuthill. Possible considerations for the future include grounds work on the baseball field, a pavilion on the Kellogg field and possibly a youth soccer field. There was a LEGO Winter Wonderland Village building event. They had 44 students and 22 adults participating. The display is at Bright Hill Press until December 17th.

On Friday December 9, 2016 they will be unveiling the Nicholas Uzenski Memorial Highway sign at 2:00 P.M. The sign is across from the golf course.

Bill VanGorder would like to look at our insurance for the Town. Have him come to a meeting. Mark is still looking at gathering the specs for the pick-up truck. They are not going to list the plow, it can still be used for plowing the Town Office building. Mark has been able to get a good price for salt and sand due to overstock.

Planning Board meeting for December. The Russian Orthodox Church on Henry Edwards Road and Love & Hope Sanctuary both would like to sub-divide their parcels.

Dave and Jeff went to the Solar Farm meeting in Harpersfield. The residents around the location do not want it in their backyards. The County Planning Board would like to have a six month moratorium put in place to do further studies.

David Grant made a resolution to pay the bills through the end of December. Dwight Bruno seconded the motion and all present agreed.

David Grant made a motion to accept the schedule. Donnie Smith seconded and all present agreed.

Jeff wanted to set the record straight for The New Franklin Register, that he does not cast a vote regarding Town Board issues. He would cast a vote in case of a tie or was not a quorum present.

David Grant made a motion for the Board to go into Executive Session regarding employment issues at 8:10 P.M. Donnie Smith Seconded the motion. David Grant made a motion to come out of Executive Session at 9:00 P.M. Donnie Smith seconded the motion.

With nothing further to come before the Board Dwight Bruno made a motion to adjourn the meeting at 9:00 P.M. Donnie Smith seconded and all present agreed.
