The regular meeting of the Franklin Town Board was called to order at 7:35 P.M. by Supervisor Jeff Taggart. Present were Garret Sitts, David Grant, Dwight Bruno, Donnie Smith, Paul Warner and Mark Laing. Also present were Jamie Archibald, Roger Reed, Pete Nero, Paul DeAndrea, Bill Young, Don Hebbard, Tony Breuer, Betty Fischer, Jan Mulroy, Abby Butler ( Walton Reporter), Adam Flint and Evan Bixby (Southern Tier Solar Works).
The minutes were read from the January 3, 2017 meeting. Garret Sitts made a motion to accept the minutes as read. David Grant seconded and all agreed.
Southern Tier Solar Works gave a slide presentation about Community Shared Solar. There is a copy of the presentation in the town clerk’s office. They believe that the location would be ideal for a small solar farm. The main concern is the overall cost, which they estimate around 1.5 million dollars. Another issue, is if it would really save money for the consumers.
James Seward sent a letter to the Town, they have voiced their concern about the land- line phone service in this area.
The Board needs to go into executive session regarding employment.
The Planning Board met on February 2, 2017. American Ginseng Pharma gave a brief presentation. The biggest concern is the possible water usage. They say they are willing to work with the hamlet if any issues arise in the future.
The Rec. Comm. met last night. If anyone is interested in being a lifeguard call Joanna Jones at 829-5913.
David Grant made a motion to go into executive session at 9:05 P.M. regarding employment. Donnie Smith seconded the motion and all agreed.
Donnie Smith made a motion to go out of executive session at 9:40 P.M. Garret Sitts seconded the motion and all agreed. With nothing further to come before the Board the meeting was adjourned at 9:40 P.M.
