The regular monthly meeting of the Franklin Town Board was called to order at 7:30 p.m. by Supervisor Don Smith. Present were Jeff Taggart, Susan Fairbairn, Arthur Swenson, Garret Sitts, Supervisor Don Smith, Highway Superintendent Mark Laing and Paul Warner. Also present were Jamie Archibald, Ken Walter, William Young, Brian Brock and Dwight Bruno.

The minutes from the May 7, 2013 meeting were read. A correction was made to indicate that the grindings were to be used to pave the driveway that leads to the area behind the village hall and the parking lot for the swimming pool. With that change Jeff Taggart made a motion to accept the minutes. Susan Fairbairn seconded the motion and all agreed.

Ken Walter, representing the Town of Franklin Kellogg Project Committee reported that the Otsego County Surrogate Court has approved the petition regarding the transfer of approximately $900,000.00 and approximately l6 acres of land to the Town. An organizational meeting will be held. At this time David Tuthill and Jim Carey will be co-managers of the fields. Deborah Tuthill will be in charge of the History Center. Bids will be accepted for the mowing of the grounds. The Town of Franklin needs to be named the additional insured by whoever is awarded the bid. Investment advisors are being interviewed for the funds.

Arthur Swenson reported for the Treadwell Water District. The annual meeting for the Water District will be on June 20th @ 7:30 p.m. at the Treadwell Firehouse. For concerns regarding the water in Treadwell, Jim Lynch, Eric Huneke or Arthur Swenson should be contacted.

Susan Fairbairn reported for the Recreation Committee. A Water Safety Instructor is needed for Franklin. Unadilla has hired an Instructor for their kids.

Mark Laing reported for the Highway Department. The excavator will be returned by the end of the week and the grader has arrived. Mark will be applying to move a pipe on Bennett Hollow road which should improve the road. LaFever’s will be grinding the stumps on the Merrickville Road.

Don Smith made a motion to go into executive session regarding negotiations and personnel at 8:15 p.m. Garret Sitts seconded the motion and all agreed. Jeff Taggart made a motion to go out of executive session at 9:30 p.m. Garret Sitts seconded the motion and all agreed.

Don Smith indicated that he would like to have Paul DeAndrea attend a meeting to inform the Board about the Marcy South Power line.

Vouchers were submitted for audit and payment.

With no further business to come before the Board, Jeff Taggart moved for adjournment at 9:35 p.m. Garret Sitts seconded the motion and all agreed.
