The regular monthly meeting of the Franklin Town Board was called to order at 7:30 p.m. by Supervisor Don Smith. Present were Jeff Taggart, Susan Fairbairn, Arthur Swenson, Garret Sitts, Supervisor Don Smith, Deputy Highway Superintendent Jamie Archibald, and Paul Warner. Also present were David Grant, Dwight Bruno, Mark Doring, Patricia Tyrell, Donald Hebbard, William Young, Brian Brock, Ken Walter and reporter Lillian Browne. Absent was Highway Superintendent Mark Laing.
The minutes from the August 6, 2013 meeting were read. The information regarding the turn around on Sanly Road was clarified. Scott Taggart would be putting in a turn around area and the Town would maintain the area. With that change Jeff Taggart made a motion to accept the minutes. Susan Fairbairn seconded the motion and all agreed.
Ken Walter reported for the Kellogg-Franklin Trust. Morgan Stanley is proceeding with investing the $900,000.00. A discussion was had regarding liability insurance for the Education Center, athletic fields and the Kellogg- Franklin Trust Board members. The Town insurance will cover the Education Center and athletic fields and the Trust would reimburse the Town for the additional expense. The Trust members will get additional quotes for the liability insurance for their Board members. Signs will be posted on the fields stating no alcohol allowed.
Arthur Swenson reported for the Treadwell Water District. The water pipe in the creek that was about to be replaced broke during the last major rain storm. A boil water notice was issued for the Treadwell residents that were affected. A temporary repair has been done until arrangements can be made to repair the damage.
Jamie Archibald reported for the Highway Department. Due to the heavy downpour of rain, Chamberlain Hill Road, Dunk Hill Road, Ed Klug Road and Bennett Hollow Road all received some damage and are in the process of being repaired. The paving that was being done on Bennett Hollow was completed. The grindings have been put down for the swimming pool parking lot.
A taxpayer requested to use gravel from the Town to repair storm damage on Drayton Road. They would haul the gravel and do the repair work themselves. It was determined that Drayton Road is an abandoned road and therefore they could not use the gravel from the Town.
Susan Fairbairn reported no news for the Recreation Committee.
Jeff Taggart reported no news for the Planning Board .
Brian Brock asked if the Town had any zoning regulations in place for mining. We needed to check with the Planning Board.
Gary Arndt, the Town Justice, submitted a list of items he would like to apply for from the J Cap funds. The Board would like him prioritize his list and approximate the cost of the items.
Don Smith made a motion to go into executive session regarding personnel at 8:30 p.m. Jeff Taggart seconded the motion and all agreed. Jeff Taggart made a motion to go out of executive session at 9:30 p.m. Susan Fairbairn seconded the motion and all agreed.
Vouchers were submitted for audit and payment.
With no further business to come before the Board, Jeff Taggart moved for adjournment at 9:30 p.m. Susan Fairbairn seconded the motion and all agreed.
