The regular monthly meeting of the Franklin Town Board was called to order at 7:30 p.m. by Supervisor Don Smith. Present were Jeff Taggart, Susan Fairbairn, Arthur Swenson, Garret Sitts, Supervisor Don Smith and Paul Warner. Also present were William Young, Brian Brock, Julia VanSteenburg, Dwight Bruno and reporter Glen Graves. Absent was Highway Superintendent Mark Laing.
The minutes from the November l2, 2013 were read. A change was made to add Supervisor Don Smith as being authorized to sign checks for the Kellogg-Franklin Trust. With that change Jeff Taggart made a motion to accept the minutes. Susan Fairbairn seconded the motion and all agreed.
The minutes from the November 26, 2013 meeting were read. Jeff Taggart made a motion to accept the minutes as read. Arthur Swenson seconded the motion and all agreed.
The Memorandum of Understanding between Delaware County Public Health and the Town of Franklin was discussed. The County would like to have the local Dog Control Officer check the status of dogs in l0 day confinement or quarantine as part of the rabies prevention program. Jeff Taggart made a motion to table the agreement. Garret Sitts seconded the motion and all agreed.
The agreement to continue to sell hunting and fishing licenses for the DEC was reviewed. Jeff Taggart made a motion to continue to sell hunting and fishing licenses. Arthur Swenson seconded the motion and all agreed.
Jeff Taggart reported no news for the Planning Board.
Susan Fairbairn reported for the Recreation Committee; Officials were elected for the upcoming year. Joanna Jones will be the Chairman, Sarah Cleaveland the Co-Chairman, Sierra Jones the Secretary, Paula Niebanck the Treasurer and Marleen Ostrander the Correspondence Secretary.
Arthur Swenson reported for the Treadwell Water District. Eric Huneke will be taking the samples for the water tests.
Supervisor Don Smith indicated that Mark Jacobs Would like to be the Code Enforcement Officer as the current Code Enforcement Officer, Mark Tuthill, will be retiring. Garret Sitts made a motion to appoint Mark Jacobs as Code Enforcement Officer. Jeff Taggart seconded the motion and all agreed.
Jeff Taggart made a motion to go into executive session regarding contract negotiations at 8:00 p.m. Garret Sitts seconded the motion and all agreed. Jeff Taggart made a motion to go out of executive session at 9:00 p.m. Susan Fairbairn seconded the motion and all agreed.
Vouchers Were submitted for audit and payment.
With no further business to come before the Board, Jeff Taggart moved for adjournment at 9:00 p.m. Susan Fairbairn seconded the motion and all agreed.
