The regular monthly meeting of the Franklin Town Board was called to order at 7:30 P.M. by Supervisor Jeff Taggart. Present were Jeff Taggart, Garret Sitts, David Grant, Donnie Smith, Dwight Bruno and Paul Warner. Also present were Bennett Eggler, Karl Heidenreich, Pete Nero, Roger Reed, Jordan Hull, Lisa Huyck, Dave Tuthill, Tony Breuer, Mary Burns, Robert Eggler, Jim Basile, Brian Brock and Don Hebbard.
The minutes were read from the November 8, 2017 and November 28, 2017 meetings. Donnie Smith made a motion to accept both sets of minutes as read. David Grant seconded the motion and all agreed.
Dave Tuthill welcomed the Town Board to the Kellogg Educational and Community Center. Dave gave the financial report for the Kellogg/Franklin Trust.
Delaware Valley Humane Society sent out the annual contract for the Town to sign. The cost is $1800.00 per year. David Grant made a motion to sign the contract. Donnie Smith seconded the motion. Garret Sitts agreed. Dwight Bruno abstained from voting.
Jeff received a contract from NYSEG to run a line to the DTC building. The Town would like to be able to run a line underground from the DTC building into the back side of the town shed building. Garret Sitts made a motion to have Jeff sign the contract. David Grant seconded the motion and all agreed.
Karl Heidenreich gave a presentation regarding a possible security watch program for the Town. Jeff will look into insurance costs for this possibility.
Bob Eggler read a statement regarding a letter to the editor published in the Daily Star.
Garret Sitts made a motion to allow Paul to pay any bills until January. David Grant seconded the motion and all agreed.

Garret Sitts made a motion to go into Executive session regarding an employment issue at 8:35 P.M. David Grant seconded and all agreed. The Board returned from Executive session at 9:25 P.M. With nothing further to come before the board, Donnie Smith made a motion to adjourn the meeting at 9:25 P.M. Dwight Bruno seconded the motion and all agreed.
