The regular monthly meeting of the Franklin Town Board was called to order at 3:00 p.m. by Supervisor Jeff Taggart. Present were Don Smith, Garret Sitts, David Grant, Supervisor Jeff Taggart, Highway Superintendent Mark Laing and Paul Warner. Also present were Patricia Coyle, Rose Cleaveland, Thomas Collier, Donald Hebbard, William Young, Cheryl Petersen, Edmond Rinnooy—Kan, Carole Marner, Gene Marner, Wendy Barckhaus, Wendy Swears, Dale Beach, Cynthia Beach, Jason Starr, Michael Zurn, Jamie Archibald, Dawn Ritz, Pete Bevilacqua, Joe Mahoney, Jan Mulroy, Richard Grant and Dwight Bruno. Absent was Lisa Huyck.
The minutes from the January 15, 2015 meeting were read. Donald Smith made a motion to accept the minutes as read. Garret Sitts seconded the motion and all present approved.
Supervisor Jeff Taggart informed the Board about a new proposal from the NYS DOT regarding the roundabout for the intersection at NYS Route 28 and County Route 357. The new proposal would include a one way bypass which would allow traffic coming from the Oneonta direction to proceed to Franklin without entering the roundabout. The Board would like to know the opinions of Mike and Beth Howland and also Maurice Judd, about the new proposal before the Board gives an opinion about the change. The Board still would like to see additional signage and the possible installation of warning lights or devices at or before the intersection.
The Delaware County Fair asked for a donation of $100.00 to cover shirts for a run/walk held on 8/22/2015. The Board declined to make a donation.
Mark Laing reported for the Highway Department. The Agreement for Expenditures of Highway Moneys was reviewed. David Grant made a motion to accept the agreement. Garret Sitts Seconded the motion and all present agreed.
Mark obtained 3 quotes for the overhead garage doors. The low price was $3,525.00/opening and the high price was $5,200.00/opening.
Mark reviewed the ordinance from the Town of Sidney regarding road use and was not in favor of it. At this time he prefers a road use agreement and is discussing it with Wayne Reynolds, Commissioner of Delaware County Public Works.
In regards to the Constitution Pipeline, concerns were expressed about possible landslides due to vibrations from construction. Also there are concerns regarding the possible effects on the source of village water located by Bissell Road, as the springs are near the construction area.
Jason Starr provided a copy of noise ordinance for the Board to review.
Don Hebbard asked the Board to oppose the construction of the Constitution Pipeline and the construction of a compressor station. Jeff indicated that the Board was not taking a position but as individuals anyone can contact FERC and express their opinions regarding the pipeline and compressor station.
There was no news from the recreation committee as the meeting was cancelled.
There was no news from the planning board as there was no meeting in January.
Vouchers were submitted for audit and payment.
With no further business to come before the Board, Garret Sitts moved for adjournment at 4:40 p.m. David Grant seconded the motion and all present agreed.
