The regular monthly meeting of the Franklin Town Board was called to order at 7:35 P.M. by Supervisor Jeff Taggart. Present were Jeff Taggart , Garret Sitts, David Grant, Donnie Smith, Dwight Bruno, Mark Laing and Paul Warner. Also present were Steve Ross, Bob Eggler, Roger Reed, Pete Nero, Lisa Schmitt, Paul Schmitt, Sandra Crane, John Crane, Darryl Lapp, Alan Lapp, Jenn Meo, Melissa Johns, Brian Brock, Dave Tuthill, Deb Tuthill, Tony Breuer and Don Hebbard.
The minutes were read for the April 3, 2018 meeting. Garret made a motion to accept the minutes as read. Dwight seconded the motion and all agreed. The minutes were read from the April 10, 2018 meeting. David made a motion to accept the minutes as read. Dwight seconded the motion and all agreed.
The position on the Board of Assessment Review was voted on with Bob Eggler receiving votes from David, Donnie and Dwight. Jeff has offered the position on the Planning Board to the other candidate Barb Thompson.
The Board has received three bids for the lighting project at the Town Shed building. Lime Energy is $8986.00, Eastern Energy $5030.00 and Trimbell Electric $5797.47. David made a motion to go with Trimbell Electric. Garret seconded the motion and all agreed.
There are two proposals to do the 2015, 2016 and 2017 AUD reports. Mostert, Manzano & Scott, base price would be $1000.00. Mike G. would charge $45.00 per hour not to exceed $1000.00. Garret made a motion to go with Mike Giovinazzo. Dave seconded the motion and all agreed.
Mark Laing will need a resolution make Rich Road a Local Traffic Only road during the round-about construction. Dwight made the motion to make Rich Road a Local Traffic Only Road. Dave seconded the motion and all agreed.
There are many of the roads in the Town of Franklin that are very bad due to the potholes in the roads. The Town is trying to get the Spring work done on the roads. They are three weeks behind schedule due to the weather. Mark needs a resolution to put .13 miles of Sanly Spur Road back into the Town’s inventory. There will be a special meeting on May 22, 2018 regarding a Qualified Road Abandonment for a portion of Beebe Road and Dumond Road.
The Landfill was checked by the DEC on April 24, 2018.
Mark reports that the grader will need a new transmission. The estimates are between $14,000 and $56,000. They will run it as long as possible for now. The Town Highway crew will be taking a distracted driving course and chainsaw/ chipper training on May 31, 2018.
The Town Clerk will send the Walton Reporter a legal notice for the 2014 AUD which is done and in the Clerk’s Office for viewing.
Dwight has been looking into the phone systems for the Town buildings. The monthly bill is around $670 per month. Dave made the motion to try the new voice over internet at the Town Shed building first. Garret seconded the motion and all agreed.
