The regular meeting of the Franklin Town Board was called to order by Supervisor Jeff Taggart at 7:31 P.M. Present were Jeff Taggart, Garret Sitts, David Grant, Donnie Smith, Dwight Bruno, Mark Laing and Paul Warner. Also present were Gary Arndt, Brian Brock, Tony Breuer, Daniel Coughlin, Dave Tuthill, Amanda Groff, Tyler Gregory, Janet Ibrahimovic, Collin Campbell, Peter Niebanck, Robert Eggler, Peter Nero, Roger Reed, Jamie Archibald, and Alexis Bellino.
The minutes were read from the September 4, 2018 meeting. Dave Grant made the motion to accept the minutes as read with the correction that the new service is not on the cell tower yet. Dwight Bruno seconded the motion and all present agreed.
It was questioned whether the board had to tell the reason that they go into executive session. Jeff will speak to attorney and get back to them.
Dave Tuthill gave report for Kellogg Franklin Trust.
Jim Basile gave a presentation on the need for reappraisal in Franklin.
Mark Laing reported that Asplundh is coming to look at taking down trees.
Mark and Jamie went to look at a 4WD brush tractor. It’s in very good condition. It’s on an internet auction October 4, 2018. Garret made the motion to bid on it but to spend no more than 75% of equipment savings account. Dave seconded the motion. All present agreed.
Jeff reported for planning board. There is a public hearing Thursday on the Dog Food Processor.
Paul went over the preliminary budget. Garret made the motion to accept preliminary budget and Dwight seconded the motion. All present agreed.
Amanda Groff gave a report for the Recreation Committee.
Jeff will show Delhi Telephone the Frontier bill because they think they are able to do better.
Vouchers# 416-463 were presented for payment.
With nothing further to come before the board Garret made the motion to adjourn at 9:04 and Dave seconded the motion. All present agreed.
