The regular meeting of the Franklin Town Board was called to order at 6:09 PM by Supervisor Jeff Taggart. Present were Jeff Taggart, Garret Sitts, David Grant, Donnie Smith, Dwight Bruno, Paul Warner, and Mark Laing. Also present were Jamie Archibald, Chris Downin, Don Hebbard, Tony Breuer, Michael Wallace, Ronan Robinson, Trinity Rivera, Evan Rude and Sara Andros.
The minutes were read from the January 7, 2020 meeting. Dwight Bruno made the motion to accept minutes as read. David Grant seconded the motion. All present agreed.
Mark Laing reported that the excavator balance of $42,000.00 has been paid in full.
The issues with the new building project were discussed. It’s still moving forward.

Delhi Telephone will be installed at both Town buildings on February 13. There will be 3 voice lines in village and 2 voice lines at garage. Eventually there will be a general Town of Franklin number with a general announcement.
The question was asked if there were any statistics on the roundabout in North Franklin. Mark said there has been no accident calls since it was put in.
David Grant made the motion to go into executive session at 6:30 to discuss assessment litigation. Dwight Bruno seconded the motion. Returned from executive session at 7:17.
Vouchers # 2020-43 – 2020-96 were presented for payment.
With nothing further to discuss the meeting was adjourned.
