The regular monthly meeting of the Franklin Town Board was called to order at 7:35 p.m. by Supervisor Jeff Taggart. Present were Don Smith, Garret Sitts, David Grant, Lisa Huyck, Supervisor Jeff Taggart, Deputy Highway Superintendent Jamie Archibald and Paul Warner. Also present were Ralph Barlow, Elwood Weedheim, William Degenhardt, Epifano Bevilacqua, Linda Bevilacqua, John Alessi, Don Hebbard, Rose Cleaveland, Carole Marner, Eugene Marner, Nancy Cloonan, Katrina Worden, Dennis Higgins, Jason Starr, Roger Reed, Bill Young, Tony Breuer, Jessica Reed, Brian Brock, Thomas Collier, Matt Davidson, Liz Serrao, Cindy Beach, Jessica Reed, Gerald Hebbard, Lori Walter, Katherine O’Donnel, Candy Dennis, Mike Wallace, Barry Duke and reporter Jessica Reed.
The minutes from July 7, 2015 meeting were read. Don Smith moved to accept the minutes as read. David Grant seconded the motion and all present agreed.
Lisa Huyck read the agenda for the upcoming August meeting of the Kellogg Franklin Trust Board of Director’s meeting. There was no meeting in July due to vacations. There was nothing to report for the Recreation Committee or the Planning Board.
Paving on Case Hill Road went well. Jamie presented the Board with a quote for a 2016 Dodge Ram 5500, 4-wheel drive truck. The quote is through the OGS Contract at a price of $51,178.80. The truck would need a sander box and l0ft. plow added on when the Town takes delivery. Jamie requested that the Town rents the excavator for one more month, at $3500.00. Garret Sitts made the motion to rent the excavator for one more month. David Grant seconded the motion and all present agreed. A motion to buy the Dodge truck was made by David Grant. Lisa Huyck seconded the motion and all agreed. Mike Wallace asked about the possibility of a cell tower being put in Treadwell. That is not for the Town Board to decide. He also was wondering about senior housing for this area.
William Young, Don Hebbard and Brian Brock asked whether Delta Engineering was going to be hired to do the road assessment. Jeff and another Board Member will meet with the Town Attorney and Delta on Friday at 11:00 a.m.
Concerns were raised about the possible emissions and water contamination from the compressor station and pipeline. The issue of pipe thickness that will be used in this area is concerning. Also, how will the public be made aware when any construction may tie up roads for any length of time.
Katrina Worden alerted the Town Board that the Assessment Review Board has not been following proper procedures for the past two years. She has contacted the Attorney General regarding this matter.
Tom Collier is skeptical about the possible assessment on the pipeline and compressor station. Jeff said that he opposes the IDA Pilot Program for either project.
Jeff Taggart made a motion to appoint Jan Schlafer as Deputy Town Clerk. Lisa Huyck seconded the motion and all present agreed.
Vouchers were submitted for audit and payment.
With no further business to come before the Board, Garret Sitts moved for adjournment. David Grant seconded the motion and all agreed. Meeting adjourned at 9:10 p.m.
