The regular monthly meeting of the Franklin Town Board was called to order at 2:00 p.m. by Supervisor Jeff Taggart. Present were Don Smith, David Grant, Arthur Swenson, Supervisor Jeff Taggart, Highway Superintendent Mark Laing and Paul Warner. Also present were Elwood Weerheim, William Young, Mike Wallace and Jamie Archibald. Absent was Garret Sitts.
The minutes from the December 27, 20l3 meeting were read. A change was made as the brush chipper had not arrived yet. With that change Arthur Swenson made a motion to accept the minutes. Don Smith seconded the motion and all present agreed.
Jeff Taggart presented a plaque to Don Smith in appreciation of his years of service to the community of Franklin.
Mr. Elwood is concerned about the flooding that occurs on his property in Treadwell. He needs to contact DEC and the Army Corp of Engineers.
Arthur Swenson reported for the Treadwell Water District. The results of the lead and copper samplings for the period of June – September 2013 were within acceptable levels. The next set of samples should be collected during the period of June – September 2016.
Jeff Taggart reported no news for the Planning Board.
Mark Laing reported for the Highway Department. Mark has not heard from the pipeline company recently. As requested in the prior meeting he has asked for a study to be done on Franklin Mountain on NYS Route 28.
In regards to the flooding that has occurred near the intersection of Durkee Road and East Handsome Brook Road , Mark and Jamie Archibald have met with Soil and Water Conservation to discuss what can be done to fix the problem.
The brush chipper will be delivered soon and they would like to receive payment upon delivery.
Mark obtained 3 estimates to replace the doors in the garage. Picketts price was $495.00/door and Jesse Howe’s price was $579.00/door including the jam. Lowes provided an estimate of $737.00/door. Don Smith made a motion to accept Picketts estimate as long as the estimate included the door and jam. If it did not include both than Jesse Howes estimate would be accepted. Arthur Swenson seconded the motion and all present agreed.
Jeff Taggart made a motion to go into executive session regarding contract negotiations at 2:40 p.m. Don Smith seconded the motion and all present agreed Don Smith made a motion to go out of executive session at 5:00 p.m. Arthur Swenson seconded the motion and all present agreed.
Vouchers were submitted for audit and payment.
With no further business to come before the Board, Jeff Taggart moved for adjournment at 5:00 p.m. Arthur Swenson seconded the motion and all present agreed.
